Oklahoma Veteran Benefits
Oklahoma offers state-level benefits that complement your federal VA benefits. Here’s a clear breakdown of what you may qualify for and where to apply.
Quick Facts
- Property Tax: 100% disabled veterans (P&T or paid at 100%) get a full homestead exemption on the primary residence; surviving spouses may keep it while unremarried. Apply with your county assessor.
- DMV: “VETERAN” license/ID designation available. 100% disabled veterans pay no driver license issuance/renewal fee. Disabled Veteran plates offered; accessible parking requires a placard/ISA symbol. 100% disabled veterans also get a motor vehicle excise tax exemption on one vehicle every 3 years.
- Education: Heroes Promise tuition scholarship for children of Oklahoma service members killed in action (public schools). Free tuition at state institutions for former POWs, MIAs, and eligible dependents. Public schools provide in-state rates to GI Bill users per federal law.
- Income Tax Notes: VA disability pay isn’t taxed. Military retirement pay is 100% exempt from Oklahoma income tax (effective TY 2022).
Property Tax Relief
Oklahoma provides a 100% property tax exemption on the full fair cash value of a homestead for veterans with a 100% permanent and total service-connected disability (or paid at the 100% rate). Apply with your county assessor using Oklahoma Tax Commission Form 998 and include VA proof specific to this exemption. Unremarried surviving spouses may continue the exemption on the same homestead.
DMV & License Benefits
Veterans can add a “VETERAN” designation to an Oklahoma driver license/ID. Veterans rated 100% P&T by VA are not charged driver license issuance/renewal fees. Disabled Veteran plates are available; to receive accessible parking, provide a disability placard number so the ISA symbol can be added or use a placard. Separately, 100% disabled veterans receive a motor vehicle excise tax exemption on one vehicle in a consecutive three-year period (not available to surviving spouses).
Education Benefits
The Heroes Promise scholarship covers tuition at Oklahoma public colleges for children of service members killed in action (after Jan. 1, 2000). Oklahoma law also provides free tuition at state institutions for former POWs, MIAs, and certain dependents. Public institutions grant in-state tuition to eligible veterans and dependents using the GI Bill under the federal Veterans Choice Act.
Hunting & Fishing
Resident disabled veterans can buy a lifetime combination hunting/fishing license at a discounted rate: $25 for 60%–100% disability; $200 if under 60% (VA rating required). Standard tags/permits may still apply.
Spouse & Dependent Benefits
Unremarried surviving spouses may retain the homestead property tax exemption. A disabled-veteran sales tax exemption applies up to an annual cap ($25,000 for the veteran; $1,000 for an unremarried surviving spouse). Dependents of KIA service members may qualify for the Heroes Promise tuition scholarship.
